Controlled Events supported Leicester City Council with ECR Manager, training and incident log support for emergency planning, live incidents, events and multi agency response.
Context & Background
Leicester City Council required a 24/7 ECR Manager log platform that could be used across a multi agency control room, by remote on call personnel and within council departments both on and off site.
The platform needed to support routine event operations, incident management and emergency planning activity, while remaining accessible and easy to use for teams working across different locations and operational contexts.
The Challenge
The brief was to support Leicester City Council’s Emergency Planning and Event teams with a 24/7 ECR Manager log platform capable of supporting multi agency control room operations, remote on call personnel and council departments.
During the Leicester City Football Club helicopter crash, Controlled Events anticipated and supported the Emergency Planning team in coordinating information management and multi agency response during both the response and recovery phases.

Approach & Solution
Controlled Events provided Leicester City Council with regular training, exercises and log support, ensuring the ECR Manager platform could be used confidently across emergency planning, events and incident response activity.
The strength of the support was proven during live incidents. With extensive experience in emergency planning, Controlled Events recognised the significance of the Council’s role during the Leicester City Football Club helicopter crash and helped establish initial information management arrangements as responders mobilised out of hours.
Controlled Events continued to provide proactive support to assist responders as the helicopter crash, investigation, memorial activity and recovery were managed under Council coordination.
